With reference to my despatch No.281 of 6th June,

1940, I have the honour to inform Your Lordship that on

assuming the duties of Officer Administering the Government

I appointed Mr. R.A.C.North to act as Colonial Secretary and

Mr. W. J. Carrie to act as Secretary for Chinese Affairs.

I have also appointed Mr. B. C. Fay, Police Cadet,

as my Aide-de-Camp and Mr. G. Treverton to be my Private
